Innovation and technology transfer: comprehensive organization

The Midi-Pyrenees Regional Council has established its goals of enabling our region to reinforce its position as a major scientific and research center, at both the national and European level, within the framework of policies for economic development and promotion of research in this region.
The aim of the transfer of technology is to favour the economic development by the support of innovation and the valorization of regional research. The acts of Midi-Pyrenees' regional council follow this point of view :

  • The structuring of research clusters. The regional council supports founding projects (property investments to gather reserach teams, extension of laboratories...) around six scientific fields: Space, Sciences of earth and climate - IT, Electronics - Sciences of life - Water, Engineering of processes, Chemistry - Materials, Physics of the matter, Aeronautic technics - Sciences and society.
    Ambition of regional council is to confirm, in Midi-Pyrenees, some excellence poles with national and even European vocation.

  • The support for joint laboratories in order to extend the national and international acknowledgement of regional researchers and laboratories - for example, the laboratory PEARL which gathers five publics laboratories, Alstom and a dozen of companies working on power electronics (cf. table research/industry partnership below).

  • Aid for scientific events  :
    The purpose of this measure is to promote the organization of events in Midi-Pyrenees intended to develop research community/business links, and international events (conventions, seminars, meetings, symposiums, conferences) of a scientific nature, centered on the priority themes in the Midi-Pyrenees Region. The subsidy is intended for public research organizations, universities and engineering schools, as well as nonprofit organizations espousing scientific goals.

  • Call for research and technology transfer projects  :
    The purpose of this call for projects is to support technological research and applications within the developmental domains of the two regional competitiveness clusters. The two sectors defined innthe current call for projects are : 
    - « Aeronautics, Space and Embedded Systems » 
    - « Cancer-Bio-Health »

    An open portfolio budget is available to back research projects concernig other sectors.

  • Chaires d'Excellence Pierre de Fermat  (Pierre de Fermat Chairs of Excellence)
    The Midi-Pyrenees Regional Council has launched a program for annual financing of research chairs in order to welcome high level, internationally renowned researchers in all disciplines.
    The attribution of each chairs enables the beneficiary to spend six months or a year, full-time in one or several higher education or research establishments in Midi-Pyrenees, working on a collaborative project with a local team. The grant may be distributed over a period of two years.
  • Programme Régional d’Actions Innovatrices (PRAI) (regional program for innovative action):
    A PRAI, or regional program for innovative actions, is a European Union mechanism provided to the regions to encourage experimentation and innovative projects.  Its purpose is to initiate and support innovative regional policies in the areas of research and development, new information technologies, sustainable development, and to reinforce public-private partnerships in these areas.  This original approach, developed in the research phase of the PRAI, seeks to stimulate technological innovation in Midi-Pyrenees on a long-term basis and achieve better involvement of regional companies in technology transfer strategies.  
    Priority is given to the following sectors :  
    - Molecular Screening,  
    - Modeling and Calculation.

In addition to these actions, the Regional Council has created a regional innovation agency, Midi-Pyrenees Innovation, and the research promotion agency, AVAMIP :

  • Midi-Pyrenees Innovation 
    This agency merges the three organizations previously in charge of technology transfer: Adermip, Miditech and 3RT.  Its purpose is to provide a link between the research community and businesses in order to help businesses evolve, and to accompany their innovative projects by integrating them into the European dynamic, and to enable the driving forces of Midi-Pyrenees to contribute to the region's competitiveness.
  • L’AVAMIP 
    The regional agency for the promotion of research in Midi-Pyrenees (AVAMIP), confederates the strengths of 20 establishments in Midi-Pyrenees (Toulouse universities, engineering schools, research organizations) and has been assigned four primary missions: to favor patent applications by providing better information to research teams; to back the creation of innovative companies by researchers from public establishments; to improve the flow of information to the industrialists concerning research work carried out in the region; to help laboratories integrate European research programs.
